Ghani orders measures to protect prisoners from corona

KABUL (Pajhwok): A presidential decree issued on Tuesday directed the authorities to release female prisoners and take measures for protection of male prisoners above 60 years of age or those suffering from incurable diseases from coronavirus.

The first article of the decree says, “The women prisoners and children under detention should be released regardless of their terms spent in the jail.”

Male prisoners sentenced up to five years in jail should be released and inmates convicted above five years in jail but had spent half of jail term should be forgiven and released, the second article of the decree says.

The decree states prisoners above 60 years of age should be released regardless of how much of their terms remained.

It said that prisoners with incurable diseases should be forgiven and released after passing from health commission of prisons.

The decree also recommends reduction in jail terms by ¾, for those convicted for above five years and had spent half of their sentences.

The decree, however, states that prisoners accused of murder, kidnapping, illegal drugs, corruption, sexual assault, armed robberies and looting cannot benefit from the decree.

This decree does not relate to prisoners accused of crimes against internal and external security and a separate decree has already been announced about them, the source added.

The decree added that the Ministry of Public Health (MoPH) is responsible to examine prisoners being released or joining the country jails, and take necessary measures if any of them is found infected with coronavirus.

MoPH is also responsible to take all preventing and curative measures for controlling coronavirus for prisoners who would stay inside prisons.
