Karim Attal elected as Wolesi Jirga secretary

KABUL (Pajhwok): The Wolesi Jirga on Monday elected Mohammad Karim Attal, a lawmaker from Helmand province, as secretary of the lower house.

The 17th term of third legislative year of the parliament was inaugurated by the president on Saturday.

Article 87 of the constitution states:  “Each of the two houses of the National Assembly, at the commencement of their work period, shall elect one member as president … and two members as first and second deputies and two members as secretary and assistant secretary for a period of one year.

On Sunday, 11 lawmakers nominated themselves for the first and second deputy speaker positions and secretary and deputy secretary positions of the lower house. However, the house on Sunday elected only Javid Jaihoon as first deputy speaker.

The Wolesi Jirga again today held election for second deputy speaker, secretary and deputy secretary slots.

Javid Jaihoon, who chaired today’s session, said that Karim Attal, a lawmaker from Helmand province, was able to secure 119 votes and win the secretary seat. Attal and Shafiqa Sakha Yolchi were candidates for the position.

Attal replaced Asadullah Shahbaz, a lawmaker from Baghlan province.

However, Jaihoon said no other candidates were able to secure enough votes to hold second deputy speaker and deputy secretary positions and the vote would be held again among new candidates.
