The special court was created on December 22, 2010 by the Supreme Court following a series of protest demonstrations by losing candidates to investigate the alleged electoral fraud and irregularities during the Sept. 18 ballot.
The Wolesi Jirga has long been calling on the president to dissolve the special court, calling it an illegal body.
Lawmakers would also urge the president to replace the acting ministers with his ministers-designate by a vote of confidence.
Ministries, including water and energy, women are being run by the acting ministers.
The Cabinet also includes those acting ministers who failed to get a vote of confidence from the parliament about 18 months ago.
