This has resulted in a waste of funds, impediments to the training and development of the Afghan security forces, the Associated Press said, citing the latest SIGAR report.

Despite the enormous spending, the report said, levels of desertion remained high among the Afghan security personnel, who face problems in terms of organisation and logistics.

Soldiers went home on leave nut never returned to work, said report, which also faulted the security development scheme. with multiple supervising US and NATO departments.

“Security-sector assistance efforts in Afghanistan have been hindered by the lack of clear command-and-control relationships between the US military and the US Embassy,” SIGAR added.

The report examines the patchwork of security sector assistance programmes undertaken by dozens of US entities and international partners to develop the Afghan forces .

The Afghans have not been involved in key decisions and processes. The US has implemented systems that the Afghans nay not be able to maintain without American support.
