KABUL’s rocket attacks into eastern Kunar province.

The complaint was lodged with the powerful 15-member UN body on July 17 by Afghanistan’s permanent Adela Raz.

“I am writing this letter to report on the most recent violations of the territory of Afghanistan by the Pakistan military,” she said in the complaint, a copy of which has been obtained by Pajhwok Afghan News.

The incursions represented border violations, the diplomat wrote, recalling that Kabul had previously expressed its concerns in communications sent to the Security Council in February and August last year.

On July 15, Pakistan military forces began unprovoked artillery attacks on Afghan border posts and residential areas in the Sarakano and Asadabad districts of Kunar.

The attacks included 12 heavy artillery strikes targeting Asadabad and more than 160 artillery rounds fired into Sarakano district.

In addition to four casualties among Afghan security forces, the attacks also claimed the lives of six civilians, including two women, and caused injuries to eight others.

“We would like to once again reiterate … that the issue of violations of Afghan territory by Pakistani forces continued despite numerous appeals to the government of Pakistan … to cease its illegal and provocative activities in our sovereign territory.”

The Afghan government once again strongly condemned Pakistan’s failure to adhere to its obligations under principles of the UN Charter, including Article 2, as well as international and humanitarian laws.

Raz wrote: “Kabul is currently working to de-escalate the situation bilaterally, but should this fail, it will call on the Security Council to take necessary measures and actions to bring about an end to the violations.”
