No recognition of IEA in 2 years: Where the problem lies?

KABUL (Pajhwok): Some analysts emphasize full implementation of the Doha Pact, saying the caretaker government should take necessary steps to build trust and boost ties with the world and maintain balanced relations.

The previous government collapsed in August, 2021, and the Islamic Emirate of Afghanistan took over and created the current caretaker government.

Today (Monday) marked the completion of 24 months of the re-establishment of the IEA.

Pajhwok Afghan News talked to some analysts about international relations and recognition of the caretaker set up after two years of its rule.

Aziz Meraj, a former diplomat and political analyst, said that in the past 24 months, the world established indirect relations with the IEA based on interests.

He said: “The United Nations, human rights institutions, neighbors and other countries have an obligation to support Afghanistan in economic, political and security areas.”

He added some countries wanted the Islamic Emirate to pave the way for regional connectivity through Afghanistan and neighboring countries wanted to see no threat emanating from Afghanistan.

“Eastern and Western blocs of the world want to have relations with the Islamic Emirate based on their interests, so it is useful for the Islamic Emirate to manage balanced ties,” he added.

He said the world had some conditions for the recognition of the caretaker government including girls’ education, women’s work, inclusive government and a constitution and security.

He said as long as the caretaker government did not bring reforms, hire professional people and end the acting capacity of the administration, the world would not enter official interactions with it.

Without giving details, he said Russia and the US had presented some conditions in these areas, but the caretaker government had not accepted them, so it seemed that some game was underway behind the scenes.

Also, Zahid Amarkhel, a professor of international relations, said that in the past two years, the demand of the people of Afghanistan, politicians, prominent figures, countries of the world had been positive and improved relations with the world.

“Unfortunately, we have to say that we have failed, what should have been done by the Islamic Emirate would have strengthened and restored its relations with the world, but they failed in this, the IEA has not been able to establish good relations with the international community.”

He said that Afghanistan needed support from the international community and developed countries.

The Organization of Islamic Cooperation, the UN and human rights organizations are obliged to stand by the Afghan people and provide continuous assistance, he remarked.

He added the world wanted elections to be held in Afghanistan and a legal and inclusive government to be established by the will of the people, but the Islamic Emirate did not comply with these demands.

“Not only they don’t accept these demands, they have not convinced the world and they should provide the rights of the people, the right to education and freedom of speech,” he added.

According to him, the caretaker government has close relations with some regional and neighboring countries which have influence on the Islamic Emirate.

He said in the past two years, neighboring and regional countries had a good opportunity to strengthen their ties with the IEA and recognize it to better secure their interests.

“Why the Islamic Emirate has not been recognized yet, the biggest problem is that they have not yet properly implemented the promises related to the Doha Agreement, such as human rights, women’s education and work, inclusive government and the arrangement of laws.”

He said the Doha agreement was violated by both sides (IEA and US) and the promises made by both sides had not been implemented.

For instance, he said, the US had promised to remove Islamic Emirate leaders from the black list, something yet to happen.

Pajhwok tried to get the view of the IEA on this, but to no avail.

However, officials of the caretaker government have repeatedly said that they want good economic relations with the world in the framework of mutual respect and have fulfilled the conditions for recognition.

They also say they have implemented the Doha Agreement, but the United States has violated some of its provisions. The officials call girls’ education, women’s work and inclusive government as internal issues of Afghanistan, and ask foreigners not to interfere in them.
