KABUL of parliament on Saturday approved a presidential decree declaring Chief Executive Officer (CEO) and the council of ministers as a budgetary unit.
Then presidential candidates Ashraf Ghani and Abdullah Abdullah signed an agreement in September last year to form national unity government after inconclusive presidential election on June 14.
A month after his inauguration as president, Ashraf Ghani issued a decree declaring the structures under the CEO — the office of his Chief of Staff and the Council of Ministers’ secretariat as a budgetary unit.
Lower house speaker Abdul Rauf Ibrahimi shared the decree with the Jirga session today. Of 131 lawmakers, as many as 120 of them raised green cards to approve the decree.
The decree was referred to Wolesi Jirga last Wednesday for approval, but it was deferred due to a lack of quorum.
