"We are acting as a police force, not the fighting force that we are, in Afghanistan," he tweeted on Wednesday, a day after he issued a similar statement at a White House media briefing.
"After 19 years, it is time for them (Afghan government) to police their own country. Bring our soldiers back home but closely watch what is going on and strike with a thunder like never before, if necessary!"
In line with its peace deal with the Taliban, the US has already cut the number of troops in Afghanistan from about 13,000 to 8,600 and the drawdown process is said to be well ahead of schedule.
