KABUL (Pajhwok): Some qualified and professional employees of the Ministry of Higher Education (MoHE) have been removed and replaced with new and less qualified people, Pajhwok Afghan News has reliably learned.

The new appointments have been made at a time when the Taliban after capturing Kabul asked all government employees to return to their jobs.

But the Taliban fired some officials in some government institutions and appointed new people.

According to the source, the new appointments are influenced by personal relationships and no principles, rules and regulations are considered.

Pajhwok Afghan News has a letter through which five persons have been appointed at the Audit Department of the MoHE on grade three.

Among the new appointments are Abdul Mateen, acting head of the Students Affairs and Services Department, Faizl-ul-HaqSarwari, acting audit head of the finance, administration, AttaullahFaizi, acting head of academics affairs monitoring, UstadAlef Khan, internal audit head and HameedullahAbidi, documents evaluation and promotion department head.

Referring to the Taliban new appointments, Javid Khan told Pajhwok Afghan News he served in the MoHE for seven years. He has two bachelor’s and one master’s degree but the Taliban removed him from job without any reason.

He said he returned to his job on the basis of the Taliban announcement and was never absent.

Javed said: “This Taliban decision to bar him from his job is against the labour law and it is against the Islamic laws to remove someone from job without any reason.”

Faiz Mohammad, another employee of the MoHE who worked there for nine years said he went to office daily and signed attendance but his job was snatched without any reason.

“I came out from home and went to the bank to withdraw my money and there I received a call from office that informed me that someone else is appointed in my place. When I visited my office I saw another person sitting on my seat.”

Sabour, another employee of MoHE told Pajhwok Afghan News he served for 10 years in the MoHE and has master degree qualification.

After the Taliban took over they changed heads of five departments and they are planning to remove more high ranking officers as well.

He said the reason why their job was snatched was unknown but unprofessional and unqualified individuals had been appointed on their places.

“Individuals fired by the Taliban without any reason are ready to be investigated if someone is found guilty they are ready to be punished but firing someone from job without any notice or telling them the reason is unfair.”

Mawlavi Farid, secretary of the MoHE, said changes of faces in government machinery was a principle of governance, adding the appointments made in the ministry were based on the needs of the Islamic Emirate of Afghanistan.
