KABUL members on Wednesday said both parliamentarians and government officials had violated the country’s constitution since its approval in 2004.
Without a vote of confidence from the lower house of parliament, a number of acting ministers remained on the posts despite the passage of two years, Arian Yun, a female MP from eastern Nangarhar province, said.
Ministries including water and energy, women are being operated by acting ministers.
Despite repeated calls by lawmakers, President Karzai has failed to introduce his picks for the said ministries for a vote of confidence from the legislature. “This violation of the constitution,” the MP said.
“Although article 16 of the constitution says all national words and expressions should not be changed, some MPs use Danishghah instead of Puhantoon (university) and Dad Gahi Ali for Stara Muhkama (the Attorney General’s Office),” Yun said.
However, Asadullah Saadati, another MP, disagreed with her claims that the constitution was being violated by MPs. However, he echoed her claim that running the ministries by acting ministers for such a long time was against the constitution.
Officials at the President’s Office could not be reached for comments in this regard.
Meanwhile, head of the Independent Commission of Oversight and Implementation of Constitution (ICOIC), Gul Rahman Qazi, told a gathering marking the celebration week of constitution adoption in Kabul that the implementation of the constitution was not fully supported.
