Badr rules out torture of prisoners in country’s prisons

KABUL (Pajhwok): No prisoner in any part of the country was tortured and nobody would be allowed to do this act, an official said on Sunday.

Qari Habibullah Badr, deputy head of the Jail Affairs Authority, said this at a ceremony that marked the completion of a capacity-building programme for the personnel of this institution.

He said: “I say this again that in all of Afghanistan, we will not allow anyone to beat up prisoners in the Prisons Affairs Department... and we will not allow anyone to interfere in the Prisons Affairs Department and facilitate the torture of prisoners.”

He said they received the 39-point order of the leader of the Islamic Emirate of Afghanistan (IEA) Leader Sheikh Haibatullah Akhundzada which stated that no prisoner should be tortured.

He alleged some circles publish biased reports that there is torture and punishment in prison, but they cannot prove this matter.

Badr said the prisons of 34 provinces were under control and prisoners were handed over to them on the basis of a certain process and they were responsible for the prisoners.

He said today, 161 people graduated from the three-month training seminar, among them 40 operational commanders and other officers and security guards.

He added that these people have come to the center from different provinces and have been trained in different departments such as the list of duties and behavior with prisoners.

Badr clarified that these people should be trained in a way to deal with the prisoners in a basic way and lead to the reformation of the prisoners.

He added that 22 training courses similar to this one have been conducted before and 2 thousand and 134 people have graduated from those courses.

At the same time, Maulvi Abdullah, the commander of Herat prison operation, also said that this seminar was very useful for him and he had discovered a lot of information in it.

He added that the operation is part of planning and asked the Islamic Emirate to organize more such programs.

He added the participants of this training have come to the center from different provinces and have been trained in different subjects such as the list of duties and behavior with prisoners.
