KABUL (HIA) has accused the government of not implementing the peace accord and blocking the arrival of its leader Gulbadin Hekmatyar in Kabul.
Sources close HIA told Pajhwok Afghan News the government had pledged to implement most of the articles of the peace accord within two months. But five months on, the agreement is yet to be enforced.
According to the sources, the government should have released HIA prisoners in line with the agreement. But ironically, the revealed, 70 more members of the party had been detained recently.
The individuals detained had come to Kabul and other provinces of the country to celebrate the peace accord, the sources revealed.
In addition, the government agreed to facilitate the return of refugees from Pakistan and Iran and provide them with plots and other necessary help. But no progress has been made so far.
The sources said the HIA had submitted the list of 2,500 detainees to the government, which promised to release them.
Ahmad Farozan, spokesman for the commission tasked with implementing the peace deal, said HIA leaders held regular meetings with the panel members and joint work on enforcing the accord was going on.
He claimed the government had kept most of its promises. One of the main articles of the peace deal had been implemented — the removal of Hekmatyar’s name from the UN blacklist.
About the release of HIA prisoner, he said the party had handed them a list of detainees and judicial organs were working on it.
Farozan said HIA should also honour the peace accord and disarm its fighters and force them into respecting Afghanistan’s constitution.
On the issue of refugees, he said the HIA had submitted a list and the process of resettlement was underway.
President Ashraf Ghani and Hekmatyar signed the landmark peace deal in September last year after marathon talks between the two sides.
