<p><a href="/en/afganistan/kabul" class="glossify-link">KABUL</a> on Peace on Tuesday constituted 51 working committees to appoint their heads and secretaries.</p>
<p>The Consultative Loya Jirga that kicked off on Monday in Kabul is scheduled to continue for four days to discuss a framework for peace talks, a possible agreement with <a href="/en/taliban" class="glossify-link">Taliban</a> and set out conditions for reconciliation.</p>
<p>More than 3,000 participants and 300 guests, including foreign envoys, government ministers and other high-ranking officials, are taking part in the massive gathering.</p>
<p>On Monday, President Ghani named Abdul Rab Rassoul Sayyaf as chairman of the Loya Jirga. Habiba Surabi, Abdul Rauf Ibrahimi, and Fazal Hadi Muslimyar were nominated as deputies of the <a href="/en/jirga" class="glossify-link">jirga</a>.</p>
<p>But some participants objected to the announcement of the deputy heads without any elections. As a result, the assembly had to be adjourned.</p>
<p>As part of the Consultative Loya Jirga's agenda, four deputy heads would be elected through committees, which would work till 6:30pm today. But the chairman announced the deputies without holding a ballot, drawing harsh reaction from members.</p>
<p>A jirga member told Pajhwok Afghan News there is better order today than yesterday, and at around 8:00am, delegates were divided into 51 working groups.</p>
<p>He confirmed to Pajhwok Afghan News that the event proceeding in an orderly manner. He said heads and secretaries of the committees were scheduled to be elected today.</p>
<p>In the afternoon, ballot boxes will be set up for the selection of board directors (four deputies and four secretaries).</p>
