KABUL (Pajhwok): United Nations Assistance Mission in Afghanistan (UNAMA) head Roza Otunbayeva has hoped the proposed appointment of a special UN envoy for Afghanistan would not affect work with the caretaker government.
A two-day meeting, which concluded on Monday in the Qatari capital, aimed to bring together member states and international envoys to address various issues confronting Afghanistan, but a special envoy for Afghanistan was not appointed in the meeting.
Delegations and special representatives from 28 countries and international organizations attended the talks in the absence of any representative from Afghanistan.
The Ministry of Foreign Affairs in a statement said Otunbayeva called on acting Foreign Minister Maulvi Amir Khan Muttaqi.
They held discussions on the Doha meeting, coordinator’s evaluation and proposals and future interaction between Afghanistan and the United Nations.
Otunbayeva briefed Muttaqi on the Doha meeting and said on behalf of the UN Secretary General that consultation should be held with the Afghan government.
She said the UN Secretary General was of the view that no action that complicated the work with the Afghan government should be taken.
She said more meetings on Afghanistan would be held if the participating countries agreed to establish better understanding between Afghanistan and the international community.
“Extensive consultations will be held with you regarding upcoming meetings,” she assured.
Otunbayeva said the Doha meeting participants emphasized continued interaction with the Afghan government.
For his part, Muttaqi said his ministry closely monitored the Doha meeting, which had no specific outcome.
“We hope to see good results of meetings on interaction with Afghanistan.”
He said holding comprehensive consultations with Kabul on all issues was important for the effectiveness of such meetings.
The Islamic Emirate of Afghanistan had been invited to participate in the Doha meeting, but on the meeting’s eve, the caretaker government refused to participate, citing their participation was “unbeneficial” if the UN did not recognise them as the sole representatives of Afghanistan.
Meanwhile, Guterres said the Doha meeting reached a consensus on proposals from an independent UN assessment on Afghanistan.
Guterres said the assessment recommended the appointment of a UN special envoy. He said he would hold consultations to see if there are conditions to create a UN envoy.
“We want an Afghanistan in peace, peace with itself and peace with its neighbours, able to assume commitments and international obligations as the sovereign state.”
He said the envoys had a vision of Afghanistan with inclusive institutions having representation of diverse groups.
