A foundation stone-laying ceremony was attended by Governor Muhammad Gulab Mangal, members of Wolesi Jirga, tribal elders and government officials.

The center would be constructed in a year at a cost of $900,000 (43,884,000 afghanis), to be provided by the British government, Gulab Mangal told Pajhwok Afghan News.

“The British Provincial Reconstruction) in Lashkargah will construct the centre, which will have a dining room, a training room, accommodation and other facilities,” Mangal said.

Prisoners under 18 years of age would be kept in the centre. On attaining the age of 18 years, they will be sent to prison, if needed, he added. The centre has total 57 children, including a girl.
