KABUL (PAN) : A member of the Ghor Provincial Council, Fazel-ul-Ahad, was accused of lashing three young men in Dolina district of Ghoor province.
On a video received to Pajhwok Afghan News shows that Fazel-ul-Ahad a member of Ghor Provincial Council lashes three young men in front of people gathering.
Afghanistan’s Independent Human Rights Commission (AIHRC) expressed concern over the incident.
Fazel-ul-Ahad was a commander of a militia and after joining the peace process he was elected as a member of the Provincial Council last year.
