KABUL): President Hamid Karzai through a decree has ordered the creation of a committee for thoroughly investigating the situation of prisoners in the country’s jails.
A statement issued from the Presidential Palace Administrative Affairs and the Cabinet Secretariat said the the Constitution Oversight Commission had been authorised to create the commitee for assessing the conditions in prisons and the situation of inmates in line with the country’s constitution and international conventions.
The committee would be tasked with recommending reforms in rehabilitation programmes for prisoners and probing their social and human rights, protection, behavior of jail staff with them and the enforcement of relevant laws in prisons.
The committee would be directed to report to the Presidential Palace within the next three months after assessing the situation in prisons, their performances and facilities for inmates.
Karzai also directed the Ministry of Interior, the National Directorate of Security (NDS), the General Directorate of Prisons, the Supreme Court, the Attorney General Office and other relevant departments to implement recomendations of the committee.
