KABUL to fill a seat vacated by Mohammad Younus Qanuni after his appointment as first vice-president.
Qanuni, who represented Kabul in the lower house, was nominated by President Karzai to replace late VP Marshal Mohammad Qasim Fahim, who died of cardiac arrest at his Kabul residence on March 9.
First Deputy Speaker Sadiq Ahmad Usmani said Eng. Zakaria had bagged the highest number of votes after Qanuni in the last parliamentary elections and that was why he had been referred to the house.
Zakaria was administered oath in the presence of other lawmakers, he added. Under Article 108 of the Constitution, if a lawmaker dies or resigns, he/she is replaced by the closest rival.
