Atmar was talking to Russian ambassador Alexander Mantytskiy in Kabul a day after US intelligence chief James Clapper said Afghanistan was at serious risk of a political breakdown in 2016.
The US spymaster also said the Taliban Akhtar Mohammad Mansoor, despite some early opposition to his election.
