KABUL (Pajhwok: The Independent Administrative Reform and Civil Services Commission (IARCSC) said on Wednesday procurement units of ministries and other government entities were being restructured on a priority basis.

In cooperation with the National Procurement Authority, the commission reviewed the existing structures and job descriptions of the relevant directorates and procurement units of these institutions.

In a statement, IARCSC claimed streamlining the functions, roles and responsibilities of the units and revised the job descriptions to make them compatible with new standards.

Lack of capacity, proper structure and clearly defined roles of procurement units was cited as one of the main reasons for non-utilisation of development budgets in a timely and efficient manner, affecting public service delivery.

“It is therefore imperative for the government to address this issue in an urgent manner,” the statement said, adding the purpose of this review and restructuring effort was to standardise procurement units.

The review is expected to strengthen procurement functions and build capacity of the units so that all activities are carried out as planned and in compliance with the Procurement Law. 

The review has led to identification and announcement of 697 procurement positions, according to the statement, which promised recruiting qualified and experienced professionals in a transparent manner through open competition. 

IARCSC Chairman Ahmad Nader Nadery hoped the administration would perform better and more effectively in implementing development projects and service delivery to the public would improve.

The process of recruitment, for these positions, is implemented by a committee including representatives of ministries, government institutions and IARCSC. The process is monitored by civil society and media.
