Afghanistan offers joint intelligence probe on Daesh activities

KABUL has extended an offer of joint intelligence and security investigation to countries who have been..concerned about the threat posed by Daesh

National Security Advisor Mohammad Hanif Atmar presented the offer during second Kabul Process Conference in response to the reservations expressed by the representatives from Russia, Iran and Pakistan.

The Kabul Process second was held in capital Kabul last Wednesday and attended by the representatives from 25 countries and international organizations.

During the day-long meeting, the Russian Ambassador to Afghanistan Alexander Matentisky shared his country’s concern over drugs trafficking, terrorism and asked the international community to take effective steps in this regard.

The Russian envoy expressed strong concern over growing activities of Daesh in Afghanistan and warned the outlawed group wanted to strengthen its self in Afghanistan after defeat in Syria and Iraq.

 He said: “I am sorry for what I want to say, but in Afghanistan some unknown helicopters provided arms and other military equipment to Daesh. Despite the fact that the Afghan airspace is in the US control, but Washington did not take step in this regard.”

Iranian representative Rasoul Islami supported the views of Russian envoy and demanded clarification in this regard.

In response to the Russian envoy remarks, National Security Advisor Mohammad Hanif Atmar said Daesh did not came from Syria and Iraq but the rebel group was comprised of the Pakistani and Afghan Taliban.

He, however, said the group received some assistance from the Syria and Iraq.

About the battle against Daesh, Atmar said that four leaders of the insurgent group were killed and currently it had no any leader so far. It also lost most of areas in the eastern zone.

“We can show you the areas cleared of this militant group from close,” he said.

About presence of Daesh in northern parts of Afghanistan, he said that some Taliban fighters and members of Islamic Movement of Uzbekistan were joined the rebel group in northern provinces.

Taliban in the past were somehow supporting these groups which gradually emerged in some parts of Badakhshan, Sar-I-Pul, Jawzjan and Faryab provinces, he said.

He thanked the Afghan and US forces for taking decisive steps against Daesh fighters.

Atmar also thanked India for offering fighter aircrafts to Afghans forces he said were very effective in fighting against militants.

About Russia and Iran concerns, he said that Afghan forces arrested 80 Daesh insurgents of foreign nationals who were then extradited to their original countries while 70 other members of the group were still in Afghanistan tails.

He suggested Russia and Iran to send their intelligence authorities to Afghanistan for investigating from the militants arrested in Afghanistan and find from where they came and who supported them.

“We want to find satisfactory evidences during these investigations, we also invite our regional colleagues to jointly investigate about it and know where and when helicopters dropped weapons and ammunition to Daesh,” he said.

Tasnim Aslam, deputy Pakistan foreign minister, who was also present in the meeting, talked about building security checkpoints on the Durand Line and some other issues.

But her Afghan counterpart, Hekmat Khalil Karzai interfered in her talks and told her such issues would be discussed in bilateral meetings.

Hanif Atmar said that there were many issues that need to be discussed between Afghanistan and Pakistan.

He pointed to the Durand Line issue, Pakistani forces attacks, Pakistani forces crossing from the Durand Line and grabbing Afghanistan territory, terrorist safe havens in Pakistan and some other important issues that needed to be discussed in special meetings.
