Bribes offered to get ID cards fast, complain Baghlanis

PUL-I-KHUMRI (Pajhwok): The residents of northern Baghlan province complain they face problems in obtaining passport or Tazkera due to a slow-paced work by the Population Registration Department (PRD).

Applicants at the PRD said their applications were delayed from one week to another but those offering money were able to quickly finish their work.

Abdul Basir, one of the applicants, told Pajhwok Afghan News that he had applied for passport a month back.

“My application for ID card remained not processed for 17 days at the police headquarters and for one more week at the PRD, but I am still unable to get a confirmation stamp.”

He claimed visiting the Tazkera Office every early morning and returning home in the evening with the hope that he would get Tazkera on day.

Basir said no one had asked him directly for money but those offering money got work quickly done.

Imran Khan, a resident of Kuhna Masjid village, said: “For the past ten days, I have been coming to the Tazkera office but my work is still not complete.”

He said there were people among the applicants who were sick and wanted to go to foreign countries for treatment but they needed to get their Tazkera first.

Tazkera Issuance Director Abdul Dayyan acknowledged people’s complaints and added the increasing number of applicants had created many issues for them and had slowed down the pace of work.

“After neighboring countries made passport as compulsory, more people have been referring to the PRD to get Tazkera before applying for passport.”
