KABUL (Pajhwok): The Access to Information Commission (AIC) released its first monitoring report on Wednesday, saying six out of 52 government websites did not follow the law in disseminating online information.
Ainuddin Bahaduri, head of the AIC, told reporters here except the six government institutions, the remaining 50 had ensured implementation of article 15th of the Access to Information Law.
He said the AIC conducted an evaluation of 52 government websites that included 24 ministries, three independent institutions, seven administrative units and some independent commissions to know if they followed article 15 of the Access to Information Law.
He said government institutes which did not coordinate with the commission or their media team had failed to get good marks in this evaluation process
“Leading institutes are the ones which have grabbed marks from 90 to 70, the average marks are from 70 to 50 while the weakest institutes were the ones which obtained marks up to 50.”
Institutions included in first category:
The ministries of agriculture, refugees and repatriation and State Ministry in Parliamentary Affairs have been placed in the first category.
In addition, the Kabul Municipality, High Audit Office, Independent Administrative Commission and Civil Services, the Afghanistan are also placed in the first category.
Second Category:
The ministries urban affairs, rural development, social affairs, economy, tribal affairs, higher education, defence, commerce and industries have been placed in the average or second category.
In addition, institutes like the Red Crescent Society and Physical Training Department, Electoral Complaint Commission, Central Statistic Organisation, Human Rights commission, National Academy of Sciences, Aviation Authority and Kochis Affairs Department are included in the list.
Third or weak category:
The Ministry of Telecommunication and Information Technology and the Ministry of Foreign Affairs are placed in the third category.
In addition, State Ministry for Natural Disasters, Joint Committee for Evaluation and Monitoring, the Upper House, Atomic Energy Commission and first deputy Chief Executive Officer’s office are included in this category.
