KABUL (Pajhwok): Pajhwok Afghan News findings show the government has suspended salaries and privileges of its 483 workers for not registering their assets and properties.
 

Article 134 of the Constitution says, “The wealth of the President, Vice-Presidents, Ministers, members of the Supreme Court as well as the Attorney General, shall be registered, reviewed and published prior to and after their term of office by an organ established by law.”

 

According to Article 5 of the dissemination and assets registration law, “Based on the article 154 of the constitution, senior government officials, prosecutors and other government officers are responsible to register their wealth whether it is controlled by them or by someone else, they also should register their father, mother, spouse and children’s wealth every year.”

 

“Government departments cannot refer employment of people who refuse to register and disseminate their wealth, to the Presidential Palace for approval,” the article says.

According to a list published by the Office of Administrative Affairs, 17,000 government officials have registered their assets this year while 483 of them are yet to do so.

 

Heads of 76 different organs, seven deputy ministers, a general director, parliament members, advisors and workers of different departments are yet to register their assets.

 
According to the list, 224 DABS officials and workers, 99 Wolesi Jirga members, 85 workers of the Ministry of Justice, 42 workers of Ministry of Agriculture, Irrigation and Livestock (MAIL), 14 workers of the Ministry of Finance, 14 members of Wolesi Jirga, three workers of Independent Technical and Professional Training Authority and two deputies of the Ministry of Education are among those who are yet to register their wealth.
 
However, Abdul WadodBashiryar, head of Assets Registration Department of Office of Administrative Affairs, told Pajhwok that nine Wolesi Jirga and seven Meshrano Jirga members recently registered their wealth after the list was published.
 
SadiqAdib, Abdullah Big, Kamal NasarAusoli, Ziauddin Zia, Sayed Babar Jamal, Javid Safi, Mohammad Rafi Mamozai, IbrarullahMurad and AnisaOmrani were the Wolesi Jirga members and FazalHadiMuslimyar, GulmariLaghmani, Nawaz Sharif Hayat, Ghulam Abbas Akhlaqi, Haji MahmodKhakrizwal, Mohammad WaliAliza and Mohammad Afzal were the Meshrano Jirga members who registered their wealth in recent past.
 
Bashiryar said salaries and privileges of those refusing to register their wealth had been suspended since a month.
  
 
He said Parliament members who had not registered their assets not only got their salaries suspended, but they were also barred from foreign trips until they register their wealth.
 
The list of 16 former and current senior officials of the government who did not register their wealth has also been published.

Bashiryar said these officials were employed in other areas or retired.He said every entitled government worker should register their wealth in the beginning or end of their duties.
 
A number of people in the list say they would register their wealth while others say they have already done it.
 
Haji Hazrat Ali, a lawmaker from Nangarhar province, said he had registered his wealth in the last term of the Wolesi Jirga and there was no change in his assets since.
 
He said secretary of the house had given him a form to register his wealth and he will fill it until next week.
 
GulbaharJalali, a senator, said he registered his wealth last year and received a new form to register it again now.
 
This comes as six senior government officials were introduced to the attorney office for showing less wealth in the registration form, according to the Assets Registration Office.
