IEC Secretariat said that on the bases of decisions made by the IEC and the Independent Electoral Complaint Commission (IECC) 10 percent biometric data of the 137,630 votes and 15 percent biometric data of the 102,012 votes shall be special audited.

IEC has arranged a system that would randomly pick the percentage of votes from polling stations of every province for special audit.

The members of both Commissions have welcomed the development of such a system and approved it.

After the approval of the system to randomly pick votes from polling stations for special audit 10 percent votes would be chosen from 137,630 and 15 percent from 102, 012 for the special inspection of its data.

The IEC said that in line with the decisions of the IECC, the special audit would be carried out to ensure the existence of biometric data, paper result sheet and journal.

The IEC secretariat said that it was fully ready to implement the decisions of the IECC and hoped that IEC agents, candidates representatives and observers would ensure their presence in the special audit process for the acknowledgment of transparency and fairness.

The IEC said that implementation of the IECC decisions would begin tomorrow in the data centre of the election body.

IEC Head Hawa Alam Nuristani after attending a joint meeting and a technical meeting of the election bodies provided information regarding the implementation of the IECC decisions.

Din Mohammad Azemi, deputy head of the IECC, while referring to the manner of the implementation of IECC decisions said: “The entire discussion was on the implementation of the agreed mechanism that could ensure justice,” he said.

Mirza Mohammad Haqparast, deputy spokesperson of the IEC, said that heads of the election bodies at the end of their joint meeting directed technical teams to start the process of IECC decisions implementation to pave the way for the announcement of final election result.

Earlier, IEC Secretary Habiburrahman Nang said the IEC was fully prepared for the beginning of special audit process but due to the absence of IECC agents the process was delayed.

But IECC on Tuesday said the IEC plan for the special audit was not shared with them.

Yousuf Rashid, executive head of the Transparent Election Foundation of Afghanistan (TEFA) said due to the lack of coordination between the two Commissions negligence and slow paced of work reached its peak particularly in the national process of election and some circles tried to face the process with more challenges.
