In a statement, MoD said the insurgents planned to attack Balkh district centre but they came under airstrike in Palapush area late on Monday night.
The statement said 11 rebels were killed and 10 others wounded in the raid, the ministry added.
But Mohammad Hanif Rezaee, spokesman for the 209th Shaheen Military Corps, told Pajhwok Afghan News the fighters came under attack while they planned to destroy a road in the area.
He said 11 militants were killed and another nine wounded.
Sifatullah, a resident of the area, said nine civilians were killed and another 11 wounded in the overnight strike. He claimed the rebels were struck on their way to mosque for prayers.
