Human smugglers posed the biggest challenge to the Afghan refugees travelling to the neighbouring country, the minister said on a TV program.
Tehran and Kabul should sign a labour agreement enabling the Afghans seeking work in Iran, he believed, stressing enhanced border security between the two nations.
He also proposed the creation of a judicial commission in Afghanistan to combat human smuggling on the border.
