KABUL (Pajhwok): A man in southern Ghazni province has been heading the Public Partnership Programme (PPP) against a monthly salary of 55,000 based on a fake National Identity Card (NIC) and forged educational documents, Pajhwok Afghan News learnt reliably on Wednesday.

Who is he?

According to his original ID card, Mahmood is son of Sahib Khan, the grandson of Aminullah Khan and a resident of Meeran locality in Maidan Wardak province’s Daimerdad district.

But in his fake ID, he is Ahmad Zia son of Sahib Khan, the grandson of Gul Zaman and the resident of Khoshalkehlo locality in Ghazni’s Rashidan district.

Besides his fake and original NICs, Pajhwok also received documents based on which Mahmood has been appointed as the PPP head in Ghazni province. He is responsible for reporting on ongoing projects being executed under the PPP in Ghazni.

Ghazni PPP officials acknowledge Mahmood’s plagiarism

An official of the PPP in Ghazni acknowledged that Mahmood was working as in-charge of this programme in the province on fake NIC and documents.

“We have many times sent letters to Kabul about this matter, but due to his strong connections in Kabul, the letters are not properly responded,” the official said.

The source said an engineer should have been appointed to this post, while Mahmood had graduated from the Law Faculty of a private university in Ghazni.

About extortion allegations against Mahmood, the source said: “Definitely, he extorts but he does this secretly and leaves no evidence behind. They have a group here and they do extortion but leave no evidence.”

A source in Muslim University in Ghazni said that Mahmood had completed his studies back in 2018 in law but he did not possess his degree.

Mahmood’s (Ahmad Zia) NIC signature and stump is fake

Ameer Mohammad, head of the Ghazni Population Registration Department, said that Ahmad Zia’s NIC was fake and had not been registered with them.

He said: “Ahmad Zia’s NIC from Rashidan district is fake and not registered with us. The signature and stump on the NIC is fake as well.”

Pajhwok tried to contact Mahmood to ask him about fake NIC, but he could not be contacted.

Ghazni residents unhappy with PPP

Niamatullah, a resident of Andar district Chahardiwal locality, said the PPP is not implemented fairly.

He said majority projects under PPP are implemented in Malestan, Jaghori, KhawajaUmari and Jaghato district. Ghazni total has 18 districs.

Ahmad Popalzai, another resident of Ghazni, on his facebook page wrote that Mahmood had been appointed to the post against 200,000 afs salary.

How Mahmood was arrested by police?

Police planned the arrest of Mahmood after Pajhwok contacted some Ghazni officials in this regard.

Mohammad Meeraki, crime branch head of Ghazni police, said Mahmood — also known as Ahmad Zia, had been serving in the PPP for the past four years.

“His documents were fake, we worked on it and after the investigation was completed, we took steps for his arrest. Currently he is in police custody,” he added.

Mahmood’s investigations would be completed soon and referred to the Attorney General Office (AGO).

MoRRD rejects Mahmood’s fake documents and NIC

RafiqJunbesh, assistant spokesperson of the Ministry of Rural Rehabilitation and Development (MoRRD), said documents of PPP monitoring head for Ghazni were not fake.

“At the time of his appointment, the Ministry of Higher Education approved Ahmad Zia’s educational documents and the Population Registration department also approved his NIC.”

He said no letter had been received by the ministry about Ahmad Zia’s documents from the Ghazni’s PPP.

It is worth mentioning that 15 development projects have been completed by Ghazni PPP last year.
