KABUL (Pajhwok): The Paktia Police Headquarters (HQ) have inked an on-sale contract of some used items at a very low price with a corolla type vehicle fetching just 9,500 afghanis and a motorcycle 1,300 afs in violation of the law.

Pajhwok Afghan News has obtained a copy of a letter from the Pakita Primary Military Attorney Office that shows the Paktia Police HQ had handed over letters from Naimatullah Chopan Company Lal Marjan Chopan Company and Abdul Wakeel Sherzai Company to Police HQ in which the two companies showed interest in obtaining the contract, but Police HQ signed the on-sale contract of scarp with another company on January 07/2021.

A copy of explanatory letter from the Attorney Office shows that Paktia Police Headquarters did not seek permission from relevant department in the Ministry of Interior to ink contract for the sale of scrap items and signed an agreement in a hurry — one day — with the Saadat Hofyani Company.

According to the source, majority of these items were repairable and could be offered for service again.

Pajhwok gets some video clips in which these items are shown. There are some big generators and some spare parts in containers.


One person while referring to a prick-up vehicle says: “This a perfect vehicle and has no problem.”

Pajhwok also obtained a copy of cash deposit slip which shows that Paktia Police HQ debated 3.2 million afs obtained from scrap items selling contract from Mustafa son Amir Mohammad on January 21, 2021.

According to documents available with Pajhwok the price and list of all on-sale items is not ascertained, but a well-placed source said 300 items had been sold under the on-sale scrap contract at 3.2 million afs.

An explanatory letter from Attorney General Office of Paktia shows that permission of a higher authority should be sought in such deals and the price quotations must be sought as well, but no permission of MoI minister had been sought in this regard.

Video clips show that armored and private vehicles are also sold in the scrap and according to the law, presidential orders were required regarding the sale of armored vehicles while court orders were necessary for the sale of private vehicles in this case.

The Paktia Military Attorney General Office wrote that on the basis of above reasons the deal is revoked.

Accused individuals:

According to another letter from Paktia Military Attorney Office, Police Headquarters of Paktia had been informed about the matter to share the end result of their activities in this regard with the Attorney Office.

In response to the letter, Police Headquarters alleged that Civilian Assistant Head Mohammad Anwar, Logistic Director Aminullah, Technical Head GulRahman, Recruitment Commander Waheedullah, Crime Branch Department Employee Mohammad Haleem and Technical Clerk Umar Gul for embezzlement of government equipment and negligence in their duties.

According to the letter, Company Commander Mohammad Yousuf, Internal Security Employee Sanaullah, Construction Department former Clerk Ahmad Shah and contract holder Javid Ahmad and Mustafa who rejected the allegations leveled against them during investigation had been referred to the Military Attorney Office.

The Military Attorney Office wrote: “Paktia Police Headquarters officials, internal security director, contractor Haji GulAsadi, the company representative and Paktia Appellant Attorney General Office Employee Murtaza son of Mero shall be brought under judicial inquiry.”

Haji Gul Agha also worths judicial scrutiny because the items were recovered from his house.Wahidullah, the director of the auction delegation and recruiting commander, said he obtained the bids for auction as per the conditions set and submitted them to the governor’s office in the presence of a delegation from the Finance Ministry.

He said the documents could have been rejected had they any flaws.The attorney general added that Gul Rahman, the technical director, had also said that the prices had been submitted to the governor’s house and that Ahmad Shah Paktiawal, a former construction official, said he was not aware of anything and he did not sign the price forms.

Mohammad Yousaf, the base’s commander, said he received calls from the civilian deputy commander and logistics manager that the scrap auction had been conducted legally, so he should allow the goods to leave the headquarters.

Mohammad Halim, an employee of the Criminal Investigation Department, said the delegation had been introduced by the logistics department and its job was to investigate the scrap metal and not to charge prices.

Mohammad Anwar, deputy civilian police chief of Paktia, said that the then police chief had signed the verbal order after the delegation signed it.

“The technical manager and the logistics officer came to me and handed me some documents; they said I should sign the documents, but I told them I didn’t know about it. They got angry with me and said, ‘ they will force me into signing. The next day, the technical officer and the deputy civilian officer told me to open the containers that contain spare parts to separate the good parts from the bad ones. I was busy doing this when I was arrested by the police chief. . “

During the investigation of the Paktia Military Prosecutor’s Office, Logistics Manager Mohammad Amin said that he had legalized all the operations. He received letters from the governor’s office and the police headquarters on the issue.

The decision of the Attorney General’s Office was sent to the Paktia Appellate Prosecutor’s Office and a 331-page dossier was filed against the Paktia police chief and officials of Saadat Hofiani Company for embezzlement and abuse of office.

“This is national asset but they sell it at a cheap price,” said political affairs expert Wadir Saifi, adding: “It’s blatant theft. It has to be stopped whether it’s the governor or anyone else.’

This is despite the fact that under some government contracts, goods are bought at several times above the market price.
