KABUL (Pajhwok): Political experts have termed the historic Doha Agreement a positive step towards ending conflict in the country and paving way for the withdrawal of foreign forces from Afghanistan.
They, however, believed that the agreement had been violated and stressed over the resumption of intra-Afghan talks on the bases of Doha Agreement.
Doha Agreement was signed between the Islamic ‘Emirate of Afghanistan’ (IEA) and US Chief Negotiators Mullah Abdul Ghani Beradar and Zalmay Khalilzad in Doha, the capital of Qatar, in the presence of the representatives of over 60 countries and international organisations.
Major points of the agreements were that foreign forces will leave Afghanistan, Afghanistan’s soil will not be used against US and its allies and intra-Afghan talks should get underway.
Intra-Afghan talks did launched in Doha but it had no result and subsequently the former western backed republic regime fallen and the IEA took over Kabul and the entire country on August 15, 2021.
The third anniversary of the Doha Agreement was celebrated at Presidential Palace where the IEA leadership accused the US for violating the agreement repeatedly.
They said that IEA was committed to establish relationship with the entire world because it was the need of hour adding that it was US that did not want to establish relationship with Afghanistan and barred other countries as well from establishing relationship with Afghanistan.
Foreign Affairs Expert Zahidullah Amarkhel, said that Doha Agreement was a positive deal for Afghanistan as well as for foreign countries because it led to the end of conflict and bloodshed in Afghanistan.
He said pledged made in the agreement had been violated by both side adding that the agreement was yet to be fully implemented.
He said: “A good example is that the US said it would remove the names of the leaders of the Islamic Emirate from the black list and help them in governance, but they did not. Afghanistan’s airspace is being violated, which is another problem, so it can be said that this agreement has not been fully implemented; It has been violated by both sides, but it has been violated more by the United States; Because they have a lot of power, they were expected to stick to their promises, promoting girls education, hiring of professional individuals and formation of an inclusive government were some other promises which are yet to implemented.”
Amarkhel said intra-Afghan talks was part of the agreement and since Afghanistan was a share home of all Afghans so there was need for an immediate start of intra-Afghan talks.
“The good thing is that these doors should never be closed and anyone who does not see himself in the government or has other demands should sit at the table and be talked to and heard,” he added.
Qazi Najibullah Jamai, an expert of political affairs, said Doha agreement was a historic pact for Afghans because it resulted in the end of an international conflict; it was an important discussion which needed to be held earlier.
He believed if he transfer of power took place peacefully and through negotiation there would be no political vacuumed existed and Afghanistan would have been more peaceful and stable.
He blamed US for the violation of Doha Agreement saying US pulled its forces in hurry and left Afghanistan in isolation.
He said: “The fourth paragraph of the Doha Agreement is dedicated to intra-Afghan talks. It is the responsibility of the current government, the international community, and all Afghans who are involved in intra-Afghan talks, most responsibility falls on the ruling government to make sure that we have a national constitution and that the conditions for the selection of the national leadership are clear in this law and that Afghan men and women have equal votes in their selection.”
“I believe that if the current government officials want stability in Afghanistan, they should make changes in the cabinet in all these areas that lead to success in intra-Afghan talks, national stability, give rights to Afghans, give girls the right to education,” he added.
Mullah Abdul Ghani Baradar, the IEA Chief negotiator and current economic aide, said that three years ago, the Islamic Emirate opened a new chapter in the history of Afghanistan by signing the Doha agreement and the Afghan government remained committed to all clauses of the agreement.
He said the way the Afghans won on the battlefield, they also proved their ability and independence in the political arena.
Baradar said that the Islamic Emirate had formed a coalition government, ensured people’s security and taken concrete steps to strengthen the economy. He accused the United States of repeatedly violating the Doha agreement
He said the US was not interacting with the Afghan government and stopped other countries from interacting with the Afghans.
Baradar said that interaction with the world was the need of the hour and the Islamic Emirate desired good interaction with all countries.
