KABUL (Pajhwok): To address people’s problems, the Islamic Emirate of Afghanistan (IEA) has ratified a complaint-hearing law, officials say.

At the Government Media and Information Centre (GMIC) here, Ministry of Vice and Virtue official Maulvi Musa Kaleem Asim said the law had a preface, two chapters, 23 articles and some sub-sections.

Asim added the law had been drafted in compliance with an order from IEA Supreme Leader Maulvi Haibatullah Akhund.

Article 2 says the law has been enacted to address public complaints against IEA officials and pave the ground for justice to the people.

Article 17 states: “If the fate of a person arrested … on the charge of a political crime remains unknown for more than a month, a complaint can be submitted to the relevant ministry, which will follow up on the matter to decide the complainant’s case.”

Similarly, Article 18 reads if an IEA entity is found involved in violating someone’s rights, the ministry will directly submit a detailed report on the issue to the relevant authority and the supreme leader, even in the absence of a formal complaint.

According to Article 23, the law shall come into force the day it is ratified and shall be published in the official gazette. The laws that are not ratified by the IEA supreme leader are deemed cancelled.

Syed Ali Seddiqullah, a senior official of the ministry, said the law was aimed to sort out complaints of the people against IEA officials and ensure prompt dispensation of justice.

The implementation of the law will help address public complaints and defend people’s rights. It would also bring the people and the government closer, Seddiqullah believed.

In 2022, 4,000 complaints were recorded with the MoVPV. Last year, the number of complaints worked out at 1,700, he added.
