‘MoHE delays degrees of private university graduates’

JALALABAD (Pajhwok): The Private Universities Union (PUU) on Tuesday accused the Ministry of Higher Education (MoHE) of treating them against the law and delaying degrees to private university graduates.

The union said that Article 10 of the Constitution encouraged support for private sector, but the MoHE continued its discriminatory behavior with private universities.

They claimed private educational institutions shared the burden with the MoHE but instead of cooperation and support, their complaints and problems were not addressed.

 PUU Spokesperson Mohammad Karim Naseri told Pajhwok Afghan News that Covid-19 related lockdowns inflicted millions of losses on private sector and complained the MoHE lacked proper plan to educate students online.

He said private universities had prepared a proper online system through which students could continue their studies.

Referring to tuition fees during quarantine period, he said: “After the start of quarantine period, the government directed public and private educational institutions to continue online classes and we did so. Therefore we take tuition fee from students.”

Naseri hoped the MoHE would pave the way for in-person study, adding that private higher education institutions were ready to adopt all pre-cautionary measures directed by the World Organisation.  

He said imaginary graduates existed in the past and now they were a history. He said the problem of ghost graduates had been resolved.

He said private universities offered 800 million afghanis tax to the government annually but the MoHE offered no cooperation to them.

The number of private universities and higher education institutions is 141 nationwide where 270,000 students are enrolled.

The sector generated jobs for 34,000 people, including 12,000 teachers and academic cadres.

The MoHE rejected allegations leveled by the private university union and said documents of universities were delayed who created the degree program without the consent of the ministry.
