KABUL (Pajhwok): The Afghanistan Republican Party (ARP) on Monday blamed some High Peace Council (HPC) members for involvement in the war, calling for their replacement.
ARP leader Asadullah claimed the HPC had made no major achievements since 2010 when the council was created. He accused HPC leaders of involvement in the conflict in the past.
While speaking at the 16th anniversary of the party’s founding, he said: “If the government really wants peace, it should replace leaders of HPC; otherwise peace could not be achieved,”
Adila Bahram, another leader of the party, asked the government to review the structure of the peace body so as to make it effective.
“It is very clear HPC cannot achieve anything in its present form. We suggest the council be led by righteous and neutral individuals who should not be involved in the conflict,” she remarked.
A sum of around $800 million has been spent on HPC programmes over the past few years. But experts believe the council has no achievements to its credit.
On the other hand, the council’s acting head, Abdul Hakim Mujahid, said the body’s programmes had accounted for only $2.5 million in terms of its annual budget. So far, $15 million have been spent on it.
Bahram also expressed concern about the weapons displayed by the jihadi groups. “We are strongly against the creation of private militias,” she observed.
Also advisor to the president on social affairs, she argued the government had the ministries of defense and interior in addition to an intelligence agency and there was no need for raising militias.
She said the Afghans were tired of war and violence, stressing past mistakes must not be repeated because doing so could increase insecurity and force people into fleeing to foreign countries.
Calling unemployment another cause of insecurity, she said: “There are many armed groups in the country. If provided with job opportunities, they may give up the insurgency and return to normal life…”
Bahram expressed concern about rampant corruption in government departments. She said peace and security could not be achieved until the menace of graft was banished.
