Senators demand arrest of notorious Commander Shujai

KABUL or lower house of the parliament on Tuesday criticised the security forces night raids and differences between the Independent Election Commission and demanded the arrest of Commander Hakim Shujai.

The upper house also condemned the latest comments of former head of Pakistan).

Muhauddin Munsif, a lawmaker from Kapesa province, told the house that former ISI Director had said that the Taliban and was being supported by Pakistan in the past and present.

He said ISI director’s recent comments had negative impact on the Afghan peace process and proved that the neighbouring country was fully supporting the armed opponents of the government.

Senate Chairman Fazal Hadi Muslimyar said: “Pakistan’s interference in the affairs of Afghanistan was clear to everyone and friendship should not be expected from the enemy.”

Pakistan often distanced itself from having ties with the Afghan insurgent groups.

Demand for Shujai arrest:

Hakim Shujai, commander of the illegal armed groups, hailing from Ghazni’s Malestan district is accused of violating human rights and was injured in an attack on Monday.

Lawmaker Amanullah Azemi said Shujai is a brutal commander: “He is being supported by some individuals in Kabul and committed every kind of crime; I am surprised why the government is not arresting him.”

Another Lawmaker Zalmai Zabuli, said: “Shujai has been committing crime from the past few years but no one is arresting him.” He asked the government to arrest Shujai.

Senate Chairman said the activities of Shujai were deplorable and the government should arrest and punish him if he is doing wrong.

 

Night raids:

Zabuli said the night raids brought no result except the loss of civilians.

According to reports 14 people were killed during night raid in the Rodaat district of eastern Nangarhar province on October 24.

Zabuli said security officials should be summoned to the house to question them regarding the night raids.

Syed Safiullah Hashami, a lawmaker from Samangan province, expressed his concern over growing night raids in the country and said the government should act responsibly and should be held accountable.

A number of other senators asked for the summoning of interior minister and NDS chief and said the officials should provide explanation about such operations.

Fazal Hadi Muslimyar, the Meshrano Jirga chairman, said that no operations should be launched which kill innocent Afghans.

“Civilian casualties during overnight raids have increased at the level that questions the achievements of such operations,” he said.

He said the committee of the leaders of the Meshrano Jirga would decide for the summoning of security bosses about overnight operations.

Differences between election commissions

Wolesi Jirga polls held in 32 provinces of the country on October 20 and 21 and in Kandahar on October 27. The elections in Ghazni province would be held together with the presidential elections in 2019.

However, many problems and frauds during elections have been reported to the Independent Electoral Complaints Commission (IECC).

Election oversight institutes expressed concern over differences between the Independent Election Commission (IEC) and IECC and prolonged vote counting process, saying the polls result would not be announced on its schedule if the current problems not resolved.

The IEC has said that the votes casted without the biometric system in some polling stations would be reviewed for their genuineness, but the IECC said such votes would be invalidated.

The Meshrano Jirga today also discussed the issue.

Mulavi Mohayuddin Munsif, a senator from Kapisa said that differences between the two election commissions was a matter of concern and asked the electoral bodies to put aside their differences and do their duties according to the law.

“The IECC in a statement has said that votes casted without biometric devices would be invalidated while the IEC says such votes are valid, differences of views between the two commissions leave negative impact on coming Presidential Elections,” he said.

Azim Quyash, a senator from Sar-I-Pul province, about the IECC statement regarding invalidation of votes casted without biometric system, said, “The election fraud was massive, I personally was witness of ballot stuffing in Sar-I-Pul by force with weapons and without biometric system,”

He said that if the IEC stresses over validation of such votes then it intentionally paved the ground for fraud.

However, the Meshrano Jirga speaker on the regard said, “The responsibility of the IECC is to review complaints and handle violations, we request the election commissions to separate clean votes from fraudulent ones so people have trust on the commissions,”

He said the election commissions should work according to the law and not raise their differences to the media.
