MoE not implemented capacity-building proposals: MEC

KABUL (Pajhwok): The Anti-Corruption Monitoring and Evaluating Committee (IJACMEC), shortly known as MEC, on Tuesday said the Ministry of Education had implemented 70 of its total 113 recommendations and partially implemented 40 more proposals.

However, MEC said that no recommendations about capacity building of teachers were implemented by the ministry.

The committee had offered 113 proposals for dealing with corruption in the education ministry in 2017.

Maiwand Rouhani, secretary of the committee, talking to a conference today said that MEC continuously followed the status of its recommendations over the last three years.

The MoE fully implemented 70 of total 113 recommendations of the committee, 40 partially while three other proposals were left untouched, he said.

Rouhani said MEC’s recommendations for the ministry included reforms in the education system, coordination with donors, private education and human resources of the ministry.

Creation of an evaluation system for workers of the ministry, increased public trust in education, creating a single foundation for managing university entry test exams and explanation of employment procedures for candidates are the result of the recommendations implemented, he added.

Masuma Yaqobi, who reviews MEC reports, said that there were still major obstacles and corruption threats that could damage public trust in the education system.

She said most of the risks evolved around teachers training and curriculum development areas.

The committee had provided seven recommendations about the capacity building of teachers, but the ministry implemented none of them, she added.

Yaqobi said the public was still unaware about anti-corruption efforts and reforms in the education process.

MEC expected the ministry would preserve its current developments and work on remaining recommendations for required reforms in the education system, she added.

Najiba Aryan, spokeswoman of the Ministry of Education, told Pajhwok Afghan News that short and mid-term recommendations of MEC had been implemented while long-term proposals were under work.
