KABUL (Pajhwok): The Wolesi Jirga or lower house on Wednesday asked the government to compensate those affected by a fire breakout incident in Islam Qala Port and added that it was monitoring the nationwide protests and strike of drivers and money changers.

The house also said the standing committee of heads of commissions would discus the draft budget for fiscal year 2021.

According to reports, truck drivers and transport companies have been on strike for the past 21 days nation-wide, asking the government to stop extortion and illegal hurdles on highways.

Money changers also have been on strike nation-wide due to the newly introduced rules and regulations and introduction of individual license for money changers.

Lawmaker Iqbal Safi said the government should address problems being faced by money changers because common people conducted their money related business through money changers.

He also demanded the government address the problem of truckers and transporters and find solution to the problem.

Speaker Mir RahmanRahmani said the strike by truckers had brought to a halt the transportation of goods and services from the country ports to the cities, adding these protests created many problems for common people.

Islam Qala Blaze

According to the Afghanistan Chamber of Commerce and Industries (ACCI), the private sector suffered over $100 losses in the Islam Qala fire incident.

According to lawmaker Safi, the losses in Islam Qala fire should be paid by individuals who committed negligence.

Speaker Rahmani said if customs related matters were transparently conducted and corruption was eradicated, truckers should not have to wait hours in customs offices to carry out formalities.

He said the government should compensate the losses of the private sector.


The Wolesi Jirga had already rejected the draft budget for 2021 due to elimination of provincial development schemes, lack of balance and unnecessary fund allocation in certain budgetary units.

Finance and Budgetary Commission Memember Abdul RaufEnami said that matter related to the budget was not only linked to the Budgetary Commission, adding that it was related to all lawmakers and the future of budget should be determined soon.

Without going into details, he said some lawmakers tried to drag the budget into irrelevant issues.

Speaker Rahmani said no personal design was involved in the rejection of draft budget adding that the strategy to balance the budget was floated by the Religious and Cultural Affairs Commission and the entire house supported the strategy.

He demanded discussion on budget and asked commissions members to share their views in this regard in order to take final decision regarding the budget.
