KABUL on Monday rejected a presidential decree that restricted high-ranking officials from travelling abroad without a permission letter received from the Presidential Palace through the Ministry of Foreign Affairs.
Wolesi Jirga Secretary Syed Ikram said a majority of lawmakers on Monday rejected the decree that made it mandatory for high officials to seek permission from the Presidential Palace for going abroad.
Under the decree, he said, high officials had to approach the Presidential Place though the foreign ministry to get presidential approval for their overseas trips, otherwise border police would not allow them to travel.
Ikram told Pajhwok Afghan News the decree landed in Wolesi Jirga on Sunday, but 128 members voted to reject it today when 132 MPs were present.
Public representative from southern Ghazni province, Mohammad Arif Rahmani, said the decree was against article 39 of the constitution. “Every Afghan shall have the right to travel abroad or settle down in any part of Afghanistan,” he said.
