Paktika border police commander accused of atrocities

KABUL (Pajhwok): Some residents of the Warmamai district in southeastern Paktika province accuse third Company Commander of Border Brigade Qutbuddin Baddin of usurping their homes and land and killing their relatives.

Commander Baddin, however, rejected the allegations against him and said the complainants had connections with the Taliban and they wanted to put pressure on him by levelling baseless allegations.

From the past 20 years, Baddin has been serving as commander of 3rd company and his brother-in-law Shah Mohammad is the commander of first company in Paktika Border Brigade.

The residents of Warmamai district complainthat Baddin has been harassing local residents since many years.

Commander Baddin killed my two brothers:

Kammal Khan, a resident of Warmamai district, accused Commander Baddin of killing his two brothers.

“We are the residents of Dwachino locality. Our 150 families have migrated to Pakistan due to Commander Baddin’s atrocities. He grabbed our lands and forests and refused to return them, we are living a displaced life in other places,” he said.

“Baddin joined hands with our enemy in Pakistan. He killed my brother Sardar Jamal. He also sprayed with 75 bullets my second brother SardarGulab Khan in front of his family members,” said Kammal Khan.

Kammal Khan also sent some videos to Pajhwok Afghan News, saying: “The trees you can see in the video in the mountains are chopped off by Baddin and his people.”

Pajhwok also received another video in which a man Maulvi Sahib claimed that the first company Commander Mohammad Shah, who is Commander Baddin’s brother-in-law, had beaten him.

In the video clip, the victim showed signs of torture and said: “I have a madrassa in Dwachino bazaar. Mohammad Shah men asked me to plant a bomb to assistant district police chief of Warmmai but I refused. I said I if could do so, now I would have been in Taliban ranks, then they beat me badly and now I can’t move.”

Hilal, another resident of Dwachino locality, said Baddin subjected them to violence and as a result hey migrated to the Tarkano locality of Gomal district.

“We 15 families have migrated here. No one abuses and tortures humans the way Baddin does,” he said.

Another resident of Warmamai district on the condition of anonymity said besides torture and atrocities on people, Commander Baddin had grabbed people properties, lands, forests and mountains.

He said Commander Baddin kidnapped a married woman from Dwachino locality and married her to his driver Khan Mir.

He said: “The woman is still with Khan Mir, she belongs to Ahmadzai tribe, they telephoned us to do similar thing and take a married woman in response.”

More people shared similar views, saying the issue was shared with officials in Paktika and Kabul, but to no avail.

Some people don’t blame Commander Baddin

Bang, a resident of Dwachino locality, said Kammal Khan’s allegations against Commander Baddin were baseless.

“Kammal Khan’s brother Mohammad Gullab killed my two brothers who were businessmen because I serve in police and they would often ask me that why I am working in police.”

He alleged Kammal Khan received funds from Pakistan to conspire against Commander Baddin and to open space for their activities. He added Kammal Khan killed his brothers and wherever they found him, they would kill him.

Commander Baddin says allegations against him are baseless

Commander QutbuddinBaddin says he has neither cut down trees nor created problems for other people.

He said: “We are protecting trees in the mountains. We fine people 50,000 who cut a branch of tree, their allegations are baseless.”

Commander Baddin said he had been in police for the past 20 years and now some individuals wanted him removed through conspiracies.

He alleged Kammal Khan was the supporter of Taliban and he had been in Pakistan for some years and now had returned.

Pajhwok also received a video in which Kammal Khan is seen with some Taliban members.

In the video, a man possibly a Taliban group leader says that Kammal Khan left the Dwachino locality due to atrocities committed by Commander Baddin and his father.

In the video, Kammal Khan says that everyone heard what Maulvi Sahib said and now the problem should be resolved on the level of the tribal council.

Security forces never loot national reservoirs

Emal Khan Mommand, spokesperson for 203 Thunder Military Corps, said the issue of Warmmai district had been shared with them as well.

He added a delegation from the Ministry of Defence visited the area twice but could not find anything to support the claims.

He added some people on the basis of personal agenda were conspiring against security forces and wanted to create problems.

It is worth mentioning that some areas in Paktika province are under the Taliban control, the province is situated along the Durand Line.
