Under Article 64 of the constitution and based on his handling of the intelligence agency affairs, President Hamid Karzai elevated the NDS deputing head as acting director.
A statement from the Office of the Administrative Affairs said Nabil, who was appointed by Karzai as NDS director general in June 2010, was confirmed by the Wolesi Jirga in November 2010.
But some months back, the president relegated him to the position of NDS deputy head, a decision that drew a strong reaction from the lower house. Some MPs then accused Karzai of taking the step under pressure from ISI.
Later on, Nabil was replaced by Asadullah Khalid, who went on to win a vote of confidence from the parliament.
In November 2012, Khalid was seriously wounded in a suicide bomb attack at an NDS guest house in the Taimani neighbourhood of Kabul and the agency has since been headed by his deputy.
