MAZAR-I-SHARIF (Pajhwok): A rare appearance in office by the acting governor of northern Balkh province, Atta Mohammad Noor, for the past six months has created many problems for his administration, public representatives and political analysts said on Wednesday.
Since coming into power in 2014, the unity government has been unable to replace acting governors of some provinces and heads of organizations.
